It seems DMCA Piracy Prevention Inc. is abusing this loophole: they counter again immediately after Google reinstates with the same complaint, and then Google blocks any new counter notice from us with the dreaded "already responded" message.

From my experience they send about 99% fraudulent DMCA's so I too am countering often, and always getting the "already responded" messages, I believe after that point Google is penalizing us, which means Google is siding with the DMCA Piracy Prevention fraudsters. Sad times, and waiting to hear if anyone has a better solution to battle these assholes.
