It seems DMCA Piracy Prevention Inc. is abusing this loophole: they counter again immediately after Google reinstates with the same complaint, and then Google blocks any new counter notice from us with the dreaded "already responded" message.

It’s been almost a year since DMCA Piracy Prevention started sending complaints about my domain. Hundreds of complaints a day. It went on for 10 days. I lost a third of my traffic.
I managed to contact them via email. They promised to blacklist my domain. I’m not sure if they actually did it, but the complaints stopped coming in after that. In the email, I didn’t threaten them with lawyers. I literally begged them to stop. If they had kept sending those complaints, I would have lost all my traffic.
To this day, I almost have a heart attack every time I get an email from Google with the subject line "Google notice regarding copyright-related content."
