You don't need to reboot your computer. Instead, try just turning Bluetooth off and on again.
The problem you're talking about isn't really Windows itself, its bluetooth. Bluetooth is radio, and like all other radio signals it is reflected by some materials, absorbed by others, etc. Try adjusting your computers position or rotating in 45 or 90 degrees if you can. It may help.

It's not Windows, its your driver for your graphics card. Make sure you are using the latest version, go to their forums and see if it is happening to others. If you hardware supports it, try USB-C/Thunderbolt instead of HDMI.
