My friend forwarded me answer she got and this answer sounds for me as real reason:


It wasn’t just CCBill, UK banks tightened their authorization checks in mid-October, and CCBill’s verification system didn’t adjust fast enough. That mismatch caused UK-originating rebills and new subscriptions to fail with the BE-140 error. CCBill confirmed they’re aware of it and updating their routing to match the new UK issuer requirements.
