Its been this way since the early 2000's and will continue to be.
For most countries, it follows a similar pattern, based on the direction of reading for the language, for example Arabic, Urdu, Asian and N. African... With these the reading begins at the bottom right, does a circle in the middle top, then top left.
Japanese is/was a misnomer to this though, from what I recall, they had a solid left side to right, bottom to top pattern, its been a while since I used heatmaps though so this may have changed over the years as they have become more westernized.
