Well... Wikipedia is getting targeted as well. And they are going to court against it.

Wikipedia falls under category 1. So it has to implement age verification according to the rules.
The government says their concerns are "hypothetical".
I think someone that wants to contribute to an article that is negative or controversial may less be willing to do so if he has to give all his personal info.
