Just make your site SFW. Tease the customer into joining, then after joining (or before) run an age check internally. Not really complicated, and you don't need to mess with any 3rd parties, because who knows how that data will be used. What's the issue with that? I'm almost certain you will lose more sales with a popup/redirect than trying to convert them into paying customers from your SFW tour.
Anyway, I think these providers will be used as intelligence gathering platforms for the govt. It's much easier to track data (or subpoena data) from 1 or 2 places, as opposed to trying to go after every small adult website. If you are a larger network, you would want to keep your data in-house anyway. Customers are not easy to capture, why send them elsewhere.
