Did the US "win the war" in Iraq? Yes, they did. They invaded and occupied the country, seized the capitol, and sent the leaders into hiding. That means they "won the war."
Will the US successfully "occupy" the country? That remains to be seen as this is what is happening right now.
Did the US "win the war" in Afghanistan? Yes, and the same reasoning applies here as above.
Will the US successfully "occupy" Afghanistan? So far so good, but it's an ongoing process.
