Before Sept. 11th, no American would have believed it would be possible to hijack 4 planes and coordinate such an attack. As far fetched as a suitcase bomb or some form of Bio terrorist attack WILL happen at some point.

I agree, being proactive about it makes us look like assholes, but we might just be saving our own asses. Too bad you can't prove a negative.
