I own a TGP and I'm always fair with good and honest submitters. I know that some TGP owners blacklist you for nothing (made this experience myself). The big problem is that there is an incredible high number of asshole submitters out there and it's not easy to figure out who you can trust. Some guys submit 50 or more galleries per day. All on different domains, all with differnt email adresses, etc. (and I did use passphrase and email verification!!!). If you would run a TGP and build up traffic and then see that many guys redirect your traffic to dialer sponsors after you've approved them, you would also get crazy after a while.
Use paid hosting, paid content and design absolutely clean galleries. Put recips on top and don't use more than 3 recips per gallery (many TGPs also allow if you only put their recip on it). It's pretty easy. That's the way I make galleries and that's the way you'll get listed.
If you notice after a couple of weeks that some won't add your galleries every now and then, simply ask how to improve it. If you're friendly, you'll get an answer. If you don't get an answer, delete the TGP in question from your submit list.
There are some asshole TGP owners and there are some asshole submitters. That's life, man...
btw.: my personal opinion on recips? You are not responsible for driving traffic to my site. But as I already wrote above: make your galleries the way I recommended and you'll comply with all the different rules.
