Most of the harsh rules come from experiences with dishonest, cheating, redirecting submitters. Try running one yourself for a few months and you'll see what I'm talking about.
Now for those that demand every one of your galleries contain a certain banner to THEIR sponsor with THEIR link codes .... well .... I won't make an excuse for them :D
