Basically their grand strategy is probably based on the number of weapons/population of their country.
They probably bet that our population dont wish so much to fight, besides by proxy and that overall the countries that are ready to fight with china or Russia are more populated.
This means that one of the side wants WW3, but that they want to attract us in it...
