They are processing for US clients without charging the US registration fee for Visa and without complying with the new M/C regulations. They are going to either a) stop processing for US clients or b) get an acquiring back in the US dumb enough to process for them (and their clients 9 year old modeling sites) or c) do a glo-bill.
