The file lockers are more of a challenge to deal with because they do comply with DMCA Take-Down Notices. Even though it's a stupid game of whack-a-mole with those sites, they comply with DMCA.

There are tools available to content producers which work even on a low budget, like submitting links from non-complying sites to Google for de-listing.

I use DMCA Force and they offer this feature as a part of their service and it's effective. Stripping away their traffic is a slow death until I'm able to shut them down completely.
