Its all 21+. Even booking a room is normaly 21+ in the bigger hotels on the strip at least.
No access to the casino floor under 21, but of course they do not card everyone. In my experience Clubs card now and then, but not all the time, especially not if you go to parties like the Players Ball or the like. But even if, the best parties always are the private ones anyway, definately no carding there ;)
Don't quote me on this, but you can get fake IDs you know? They take anything that has a picture of you and a date of birth, if it looks official its ok...
