So what does that mean exactly? That you need to have some form of insurance to take the driving part of the test only?
It means proof of insurance basicly. You can either be insured in CA, or you can have a bond held that is valid for a certain sum of money and have no need to show insurance.

Not having to show it when you renew or register a car is one thing, it does not mean it is not legally required. Most often they do not ask like they should and use judgement. I for example have a clean driving records and get good driver discounts ect. Yet every time I have ever renewed my license they have made me take the written test again. Some of my friends have only taken it once, and others get it every 2nd or 3rd renew.
