They are not going to have insurance. They can go buy a fake proof of insurance card just as easy as they can get a fake id. They are not going to get deported for not having insurance. They don't get deported now for not having a driver's license.

First answer is any insurance agency you approach. I got my own policy when I turned 16. It was not under my parents or anyone else's. I got this policy right after I handed the insurance company a copy of my drivers permit and some cash. No it did not require that my parents sign it either, as I was imancipated already so I could sign contracts as an adult.
As for the fake proof of insurance. Doh I forgot the DMV does not speak with insurance agencies and vice versa. I must have called DMV last week to have them send me the sr22 form I just got today in the mail. Yup that is what happened, I relized my insurance expires in September and called DMV to remind them, just so they would offically tell me to renew.
You also can face deportation for comitting a crime in California. If they do not have a valid ID how would the police or courts even know who they really are, in order to deport them anyways? Kinda a catch 22.
Lastly it is humorously easy to obtain an official Government issued ID anyways. Only thing this does is make a legal way to do it. As it stands as long as the SSA gives out replacement cards to anyone with a copy of a birth certificate, or has people who will take cash under the table, anyone can get a valid SS#, a valid drivers license, medi-cal, medi-care, social security and more.
