You really think someone who doesn't have a legal right to be in this country is going get a driver's license?
Once I was the first car at a stop light, and there was an accident right in front of me. Sure enough, the car that caused took off. I chased the fucker to the other side of town and ran him off the road, and held him until the cops came. Sure enough, guess what - He was Mexico, was driving a stolen car with no insurance.
(I got a little sticker badge for my actions!)
