sadly, retaliation should not even be the end game, this maniac needs to be stopped before anything does get so serious, and nuclear weapons are used.
all the government would be nicely tucked away, while the world gets destroyed with us, the normal people are left to non exist.
Seals or SAS, maybe any other snipers should be used to finish this before it goes any further
