That means your site has been penalized for whatever the reason might be, multiple DMCAs, duplicate content, spam, discovery of black hat techniques, whatever. You're still ranking for some keywords, but for how long it's questionable. Placing the site back on the map is a pain in the ass, it's not impossible, but it's not guaranteed either.
The core of the issue is, you're not selling a site for what it's worth, but for what it was worth 2-3 years ago. That's not how it goes, simply because numbers-wise, it's worth 10% of that, and with additional issues, it's worth even less. You either rank it back up and sell it for more money, or sell it for a price range that's currently applicable.
It's like me trying to sell you myspace for 580 million because it was worth that much in 2005, you just have to do some work on it and get those numbers pumped up.
