If they had any doubt that the guy was telling the truth the whole time, they could have very well thought that the suspect had armed the bomb before hand with the sole intention of killing some cops if he got caught. Therefor, they wouldn't have relinquished their weapons until it was absolutely verified the man was dead. I know it was most likely apparent he was blown to hell, but who knows.
I just can't believe there's questions as to why the cops on the scene didn't just try to remove the bomb themselves. That seemed fairly obvious to me.
