WASHINGTON ? President Clinton has signed a bill outlawing commercial gain from the sale of videos depicting animal cruelty.
The targeted movies, called ?crush videos,? show women?s feet crushing animals such as mice or guinea pigs, allegedly for the sexual gratification of male viewers. The videos sell for up to $300 each, and more than 2,000 titles are in circulation, according to the US Humane Society.
Rep. Elton Gallegly, R-Calif., sponsored the legislation to combat the difficulty that Ventura County prosecutors had in bringing cases against video producers. Participants were often difficult to identify and charge with local crimes, authorities said. By prohibiting commercial gain from the videos, the federal law will allow prosecutors to charge vendors for possessing or selling the videos rather than having to track down the producers, Gallegly said. The strategy is similar to laws against child pornography, he says.
?It?s a new but quickly growing industry,? Gallegly said. ?Hopefully, this will end it.?
The intentional killing or maiming of an animal in a video must violate a state or federal cruelty law to qualify. The legislation was drafted so that educational or artistic productions, such as bullfights, would not be covered.
