After chatting with a few people, I realized I had not made it clear that I'm looking for a fairly simply HOBBY app/site to run. A "social media" type of place for Gay/Bi guys.

I've gotten some great looking proposals, but they go into several thousand dollars!

Let me say it again, this site is just a bit of a HOBBY for me! It's a free site! I won't be charging for it so I won't make any money for it.

Tell ya what. YOU choose what you think would be the BEST pre-packaged software available (front AND backend) to buy now on the web, and what your price would be to develop that, and perhaps THIS WAY, we can get some where! Thanks!
