So what should a government do to ensure the laws are followed?
Nothing and allow illegal videos displaying kids being abused and raped and people being victimized or enforce the law? So you can scrape a few dollars of income from the practice.
No government has ever managed to ban porn they can only adjust the levels to which what can legally be sold. Even then an entire switch in the way the internet and country are run has to take place before they can control the internet. Like N. Korea which means switching it off.
