Why can't you keep them under 1%? Are you doing some sort of aggressive/deceptive billing or have a large amount of affiliate fraud?
Obviously the big programs out there are staying in business and some have changed their cross-sales and monthly charges to adapt to the 1% but the idea is that they are able to react to the market changes.
