I am going to generalize in my explanation and keep in mind I am not advocating for pirate sites. I am just explaining how it works:

- Big sponsors let pirate sites become affiliates and that generate sales. There is massif volume and you'd be surprised how well that traffic still converts.
- Pirate sites also sell traffic to ad networks. This allows sponsors to buy back the traffic it generates AND buy the traffic their direct competitors generate on those sites.
- Bigger CPA networks turn a blind eye to the sites because that traffic also creates a lot of cam/dating/cpa sales.

The amount of traffic they generate usually dwarfs what most affiliates can send, so in the end, alot of programs decide to play along or risk losing that traffic/money to competitors who will work with the pirate sites.
