Simple. Impeachment is an extremely complicated process and you basically get one shot at it. If they miss, then it might swing undecided or centrist voters to the other side, which would make Trump's support stronger.
I don't think they want him out of office either. It would destabilize the government even more and... let's be honest... does ANYONE really want Pence in charge? Trump is the lesser of 2 evils no matter which side of the political spectrum you're on.
I think they would want to time Impeachment proceedings a bit closer to elections. They most likely won't get him out of office with it because its such a hard thing to accomplish... however, impeachment does open a public investigation into Trump affairs which will unseal a lot of documents and bring to light a lot of his shenanigans.
What those shenanigans are... I don't know. Will it be enough to swings more voters back to the Dem side? I don't know...
But, holding onto the impeachment card until later is probably the strategically smarter move. All that we see should be pieces being moved by both sides to get ready for the next upcoming elections.
