Unless something changes, It would be nearly impossible for MS to be tracking as many people with as many things as Facebook and Google. They do not have the wide web infrastructure in place to do it. Facebook is tracking non-users as well as users all over the web.
Apparently, you may not be aware of most of the methods achieving it or the kind of tracking taking place.
I do not know where you got that tid bit of info but I would like to see it as I would imagine it was planted by the facebook team underhandedly.
(yes they have been caught many times planting misinformation to their benefit)
