Only the USA needs to make a surgical strike, North Korea on the other hand only have to hit the USA, irrelevant where really. And sadly a nuke going off in the atmosphere compared to a ground hit is likely to do much more damage, to a digital society like America.
If the USA was to hit NK with Nukes then, NK as the biggest stockers of biological and chemical weapons, you can sort of guess what happens next to millions of Americans.
