Didn't Trump attempt to make a deal. Name the previous Presidents who tried that?

The problem is decades of allowing illegal immigrants to arrive or over stay in the US. If more had been done to apply the law to employers so hiring illegals was unprofitable they would soon stop coming and start returning.

Hiring illegal immigrants can lead to many severe penalties, such as:

Criminal and civil fines

Loss of business licenses

Most fines are broken down to the following:

First offenders can be fined $250-$2,000 per illegal employee.

For a second offence, the fine is $2,000-$5,000 per illegal employee.

Three or more offences can cost an employer $3000-$10,000 per illegal employee. A pattern of knowingly employing illegal immigrants can mean extra fines and up to six months in jail for an employer.

This does not include “harbouring” illegal immigrants, or employing ten or more illegal immigrants in one year. Harbouring an illegal immigrant can lead to ten years of prison time.
The US already has severe fines that would soon make it unprofitable to hire illegals. Why are they not enforced?

A poster keeps telling us of the time he worked in a fast food place and ICE would roll up in the front of the building and the illegals would run out the back. Why were they allowed to run out the back and what was the penalty imposed? The US already has
