Buying traffic from paid networks is a little tricky , you can end up paying lots of money and get nothing , bots traffic or low traffic exist on all networks even the most expensive.
It needs several A/B/C tests , you can find useless traffic on any networks , the point is to filter the traffic and monitor daily........
BE PATIENT , play with the settings till you find good results.

i advice to monitor the traffic in Google analytic , you can check from which countries , returning users , duration is important (( if the duration 2-3 ....5 minutes then it is a real traffic )) and you can check the bounce rate.
