Not clear that it was a low-end terrorist cell. The CIA has a loooong history of false-flag attacks designed to (successfully) justify wars that the USA wants to start.

I expect to see a one or two more like this as the US positions its military assets into position to "retaliate" and initiate a full-scale bombing campaign.
