The dress up thing is kinda something you see in places like Kenya or Somalia. You wouldn't think it, but they value greatly nice clothes. They usually don't have opportunity to have nice homes or nice things so they make an effort to have nice clothes. It's sort of their status symbol. (notice in this documentary even the "normal" people are still kinda dressed nice for a place with dirt streets..)

I think it also is a way to say hey's I'm not some hoodlum in a grass hut, so they try to dress well.

Here is a decent documentary from RT of all places showing some of the extreme side of it.. Basically they can't buy flashy cars, speed boats or big houses so they often focus on dressing very ummm "fabulous"...



It's kinda a funny documentary TBH but gives you a little incite on why they often dress like that. Perhaps it's a Kenyan Hipster thing..
