Literally the primary difference between white and black neighborhoods is the black's hesitation to call 911 on other blacks. It isn't economic depression or systemic racism or anything else. Literally, it's because they protect one another's criminal actions. That, and only that, is what causes their hoods to be crime infested shitholes.
