In short, yes. Obstructing an investigation is a crime. If the police/feds feel there has been a crime committed and they start to investigate whether or not their was and the person being investigated starts destroying potential evidence and does other things to hinder the investigation, that is a crime onto itself so they can be convicted of that even if there was no actual other crime.
