Some farmers won't care, and give them access, others won't and for no other reason than it can fuck their farms, by scaring the live stock, altering the native habitat, like every weed that likes to grow in the shade.. get's a new home. There's a million reasons these farmers may not want federal contractors all over their land.

And for those places you end up in a legal fight that can take years. And from what I understand.. 3/4 of the land wanted is like that.
