I would speculate (and that's all it is, speculation) that he engages in what I'll call "barely legal" tax accounting. If you won a state with 17,000 votes you might do the same thing. Regardless, I don't think it will do him much good. The election is the democrats to lose if they don't keep sucking up to the socialists.
