Do you know exactly what Kushner is doing? I call it "OPM" - other people's money. They borrow a billion dollars from the government, rolls the dice and hope to make money. If they make money, great. If not, they walk away without owing a dime. This is exactly what Mitt Romney did. His company would borrow money and buy a company in distress and "hope" to make money while charging huge management fees. Mitt Romney and his company made tons of money no matter what happened. Kushner is doing the same. Kushner will make money from this deal no matter what happens.

Have you ever been a plaintiff in a civil suit? You don't need "grounds". You simply find a party who can demonstrate harm from an action taken. The judge (in the US) is required to consider any efforts to dismiss the complaint in the light most favorable to the plaintiff. Do you seriously imagine that the Trump campaign won't be able to file a lawsuit? If, then, the action is decided against him, he can appeal. An effort to change the way presidents are elected will with absolute certainty be heard. It will be fast tracked to the supreme court.
