If you tear something down and haul it away, then replace it with a new something... the new something is in fact, new.
Try tearing down a home, building a new home on that lot and then explain to the tax appraisers that it's really just the "old home" and that no "new home" exists.. therefore it's value never changed.
Only an unhinged liberal could make that leap of logic and attempt to make that silly argument.
