No one wasted time or money constructing a fence. We need proper border security. We built a fence where it needed to be built. What they didn't do was spend ten times as much money to accomplish the same thing.
Paul.... Let's say you want to protect your house. You have a choice between a fence or a wall. They both accomplish the same thing. Do you want to want spend $10k on a fence, or $100k on a wall?
