The government. If they can spent $5 billion a fucking wall that people can just tunnel under, why can't they spend $5 billion on making older buildings more environmentally friendly?
We don't have to spend two trillion dollars on this in the next year. We can spend $10 billion a year on this for the next fifty years or so.
