Russian IRBM's can be used against NATO countries in the EU only, but never against the USA. On the other hand, the US ones located in the EU are a serious threat to Russia and China.
Here is cliffs notes for dummies: the USA will be able to use their IRBM's located in the EU against Russia and China, while Russia and China won't be able to use theirs against the USA.
