Absolutely. It came down to Pennsylvania, Michigan, and Wisconsin. It was expected that Hillary would win these states. Had she, she would have won. As we all know, she didn't and lost. In an election where around 140 million votes were cast it came down to a combined difference of about 40,000 votes spread out over these three states that ended up being the difference. I would say that qualifies as barely.
