This is common sense.
It's very simple.
1) Budget must be funded by January 15th.
2) Money will be set aside to carry over the budget for 30 days, only to be used in the event the budget is not funded by January 15th.
3) In the event the budget is not funded by January 30th, we call for new elections in thirty days and replace everyone in the House of Representatives, the Senate, and the both the President and Vice President. In the event new elections are called for, everyone in the House of Representatives, the Senate, and the both the President and Vice President are instantly ineligible to run for office again.
Put those three rules into place as a law and I promise you our government will never shut down again.
