Yep that's right, which is why Google has gone to blocking all ads on sites that aren't compliant. Come February I think there's going to be a lot of webmasters crying because they didn't do what is needed.

They will get exactly the same notifications, but let's face it, PornHub don't need Google as much as smaller sites because of a massive referral network and brand awareness.
