I don't think pet shops are good...but what is the intended effect of this ban? To push people toward buying from a breeder or adopting from a shelter? That sounds like a band aid. If they would make breeding without a license a criminal offense it would override the need for so many dogs to be needing adoption, since they would never be born in the first place. When all of these dogs are homeless in shelters waiting to die, why is it legal for any asshole to breed litters of pups, whether intentional or not?
