Here in California they just passed a law where all pet stores are going to be forced to only sell animals from shelters and rescues only.
Puppy Mills will start working with, or creating their own, shelters.
The more puppies and cats the shelters sell, the more money the shelter makes. The more pure breeds of puppies and cats they have that people want to buy, the more money they will make.
Not selling at pet stores just brings them all underground and selling in alternative cenarios.
On Craigslist here in California the breeders use frontmen/women to sell litters as if they were just normal folks with a litter to sell for a "rehoming" fee.
