30 years ago a couple we knew travelled to a Muslim country for a holiday. They told me that as they sunbathed on the beach 100s of Muslim men would gape at the women tourist also sunbathing.
Recently on holiday in Austria we met 100s of Muslims holidaying in Austria to escape their fierce summer sun. We met a couple and discussed things that were different between their culture and ours. We concluded that Muslim women need to stay safe by covering their whole body and Western women do not, except when surrounded by Muslim men. Because Western men don't get turned on by the sight of a women in Western dress and are safe.
The Burka is something Muslim women have to wear to stay safe. Islam confirms this fact with clerics saying a Muslim man can be forgiven for being aroused by the sight of women not properly dressed.
