That shows you how outdated visa's rules on the matter are...
How often do you hand someone your credit card to swipe these days for them to be able to even see a signature? And do please explain to me how a signature identifies you as the owner?
I can tell you.. One of the last times that I handed mine off my CC # got stolen.
