Ebay guarantee's a return.. The don't cover ANY of the loss to the merchant.. It's a "we will refund you no matter what and fuck the merchant" guarantee..
Visa is saying "You can't require them to show ID" BUT if you get fucked by a scammer "we ain't doing shit about it" Your loss.
